Interdistrict Transfer Permit Information

(transfers between school districts)

INTERDISTRICT TRANSFER INFORMATION for K-12 students who live outside the San Marcos Unified School District and wish to attend a SMUSD school

Continuing students on an approved Interdistrict Transfer no longer have to apply annually unless they have moved or are changing schools (for example: going into middle or high school.)

  • The Parent/Guardian begins the process with the district of residence. If the Interdistrict Transfer is approved by the district of residence, the parent or the district of residence, submits the transfer request to the SMUSD Student Services Department, via email to [email protected].  School sites do not accept Interdistrict Transfers

  • The Student Services Department will notify the Parents/Guardians in writing of approval or denial of Interdistrict Transfers.

  • Transfers may be revoked if a student does not maintain satisfactory citizenship, academics and attendance.

  • Please be advised that, in compliance with compulsory education law, your student must be enrolled in his/her school of residence until you are notified that your transfer request has been approved. We cannot be responsible for any decisions on the part of parents to keep their students out of school pending approval of a transfer.

  • This permit is valid only while conditions stated are maintained, and as long as the student's attendance, behavior and grades are satisfactory to the district of attendance. A permit may be revoked for cause at any time. False or misleading information may be cause for denial or revocation. Individual district policies pertain to each permit.

INTERDISTRICT TRANSFER INFORMATION for K-12 students who live within the San Marcos Unified School District and wish to attend school in another district

  • Parent/Guardian obtains an Interdistrict Transfer from the SMUSD Student Services Department.

  • Parent/Guardian completes form and submits to SMUSD Student Services Department for processing.

  • Transfer will be processed on a case-by-case basis.

  • Priority is recognized for continuing students and for parents/guardians that are employees of the desired district.

  • All approved transfers no longer need annual renewal; unless the desired district's Interdistrict Attendance Agreement states differently.

Miscellaneous information regarding Interdistrict Transfers

  • Athletic eligibility will be governed by CIF regulations.

  • Approvals/denials are made by the Student Services Department and not by school sites. Schools are not to accept or process any Interdistrict Transfer applications prior to district approval.

  • Denial of Interdistrict Transfer- The parent/guardian of a student who is denied an Interdistrict Attendance Permit will receive written notice within 30 days of denial. The parents or guardians of the student(s) may appeal the decision within 30 days of the date listed on the denial. Parents must submit a written letter to the Assistant Superintendent of Instruction Services with a full explanation of the basis for their appeal. After exhausting this process you may appeal to the department of Pupil Services at the San Diego County Office of Education, 858-292-3786, within 30 calendar days from the date of the district's final decision. Decisions by the San Diego Board of Education will be final.

  • False or Misleading Residential Information -Parents of students found to be using fraudulent addresses or who no longer live within a school's attendance boundary and did not report their change of residency to a school official within 30 days of the actual move and did not apply for an Intradistrict transfer, may be required to re-enroll at the school located within their attendance area. Decisions will be made on a case by case basis but they may not be granted an Interdistrict transfer. Other penalties such as loss of athletic eligibility may be imposed by the CIF.
